Also the flow for traffic has been reversed where the white car and van are in the pic above to allow vehicles exiting the car park to go to the south, otherwise they'd have had to go up MMW to the roundabout and back down the other side.

That won't even get of the starting blocks as an acceptable reason.
The only one that might is immediate threat to the drivers life, as in actually being chased by someone.
And doing 35 / 38 in a 30 doesn't back that up, if you're in fear of your life you'd be doing at least 100mph.

Durham Ox was being used (may still be) by the Carpenters Arms Charity to house reforming drug addicts.

I've owned 21 cars plus 1 van plus 3 Lambretta scooters.
Still got 3 of the cars.
I also had around 15 company provided vans in my final 25 years of employment.
I can remember about a third of the reg numbers and only have photos of the cars I've still got.

It's dis-jointed as it's several buildings built on a slope all joined together, plus alterations.
The Historic England listing below describes the array of buildings and internal features presumably most of which are covered by the listing.
The listing is probably going to add more headaches to the nightmare job the architects for the the current owners will have been having over recent years trying to find an economic solution.

It's not going to be such an easy solution as was found for the Queen St Post Office building, the back of which is visible in the picture below.

And Moores were taken over by Presto who were taken over by Safeway who were taken over by Morrisons (who had to sell off quite a few and of their own shops.) who have been taken over by Clayton, Dubilier & Rice who still keep the Morrisons trading name.
So somewhere in the depths of Morrisons lurks a little bit of Marsdens etc.

The building facing the yard on the end of the Library looks like it was / is a house, or 2, so was probably the head librarians house, like there was in Arnold for Mr. Negus.

This is the new layout of that junction, no right turn from Mapperley side onto Arnold Lane.
The residents of the relatively new estate on the corner get a right turn access.
I'd assume that all the right turns get filters.

I'd seen that, Engineer and thought,, I'll leave it a day or 2 and just drive up and down it, it'll be a lot quicker.
Also to note for irregular visitors to the area, Arnold lane will be closed from Mapperley plains for 3 months, give or take, so they can divert Arnold Lane onto one of the new islands and replace the traffic lights and lane markings.
Access will be down the new road then turn right at the junction after the first island to get back onto Arnold Lane.

On this video there is gunshot as the tank appears from the right.
The tank veers to the centre line of the road, either the driver is avoiding gunshot or is hit or the tank lost traction on one track trying to get out of the way of the oncoming car
On another video there is a military truck that had pulled up in front of the flats under the camera position maybe the shots came from there.
There are also reports the Ukraines were chasing Russians who had seized Ukraine vehicles and were trying to get into the centre of the city.

That's more likely to be Vera Villa, probably a misprint (Wiki shows it as Ville)
A good few of the remaining older properties have nameplates with Villa on, but there are some where the plate isn't visible on Google streetview.
The Villas seem to have been built between 1900 (not on maps) and 1911 (show on 1911 census records.)
