"Over the horizon radar works by: Sending short wave radio waves upwards & bouncing them off the ionosphere back to earth, they're then reflected back to the ionospere & back to earth with a dopler shift by moving targets, the dopler shift is dectected by gubbins in a reciever, they use phased arrays to do this.
